| Crime-Free Multi-Family Housing The apartment industry also plays a major role in preventing substance abuse in a community, and again we have taken the lead. A network of apartment managers called the Resident Managers Support System (RMSS) supports positive family activities and holds the line against tenants who deal or use drugs. RMSS advises owners and property managers on techniques to maintain profitable and drug-free apartments. Crime-Free, Multi-Family Housing is a cooperative effort between Communities Against Substance Abuse and the San Diego County Sheriff's Department to train and increase substance abuse and crime prevention resources to apartment owners and property managers throughout East County.
